3.02.050 Council Committees.

(Amended by Ordinance 192021, effective January 15, 2025.)

  1. A. Formation.
    1. 1.  By resolution, Council may form and terminate standing, ad hoc, or other committees to assist Council, and establish their subject matter and duties.  
    2. 2. The Council President proposes and the Council resolution affirms the membership and leadership (chair and vice-chair, or co-chairs) of each committee.
  2. B. Authority. A committee has only those duties delegated by Council resolution. No committee has authority to make decisions that bind the Council or the City. Committees are advisory bodies to the Council and may only make recommendations upon matters referred to them by the Council, and all such recommendations are subject to Council’s final determination. 
  3. C. Membership. 
    1. 1. Committees must be composed of less than a quorum of Council. A committee generally consists of four to six Councilors.
    2. 2. A quorum is a majority of committee members. 
  4. D. Rules. Council may adopt committee rules and procedures by resolution.
