In selecting properties where the City may seek appointment of a receiver, the City Administrator will consider those properties that have, at a minimum, the following characteristics:

1. A. A violation of any provision of Titles 24, 25, 26, 27, 28, 29, 31 or 33 that threatens the public health, safety or welfare;
2. B. The owner has not acted in a timely manner to correct the violations; and
3. C. Abatement of the violations on this property would further the Housing Policy of the City as articulated in Goal 4 of the City’s Comprehensive Plan.
