It is the responsibility of the owner of any property, improved or unimproved, to remove or repair:

1. A. Any damage to or failure of an on-site sewage disposal system, private or common private sewer lines, rain drain system, or nonconforming sewers, and
2. B. Any other substance, material or condition that is determined by the City Administrator to endanger neighboring property, the health or safety of the public, or the occupants of the property.
