Chapter 27.05 Equipment - General

27.05.021 Capacity.

  1. Every dwelling unit and guest room must be provided with heating facilities capable of maintaining a room temperature of 68 degrees Fahrenheit, or 20 degrees Celsius, at a point three feet, or 91.44 centimeters, above the floor in all habitable rooms in Portland. The version of the Oregon Energy Efficiency Specialty Code adopted by the City in Section 24.10.040 will regulate the design and construction of the exterior envelopes and selection of heating, ventilating and air conditioning systems and equipment.
  2. A.  The annual degree days is 4,792 for heating and is 300 for cooling.  The design temperature is 23 degrees Fahrenheit for winter and 85 degrees Fahrenheit for summer.
  3. B.  Indoor design temperature must be 68 degrees Fahrenheit for heating and 78 degrees Fahrenheit for cooling.
