- An applicant may request in writing that an application for service be canceled up to the time that the service is installed. The Portland Water Bureau will refund the application fee, except for any portion of the fee needed to cover Portland Water Bureau costs for partial processing of the application or for actual work done on partial installation, plus a 15 percent service charge for the cost of handling and overhead. A service that has not been installed within one year of the date of payment of fee statement will be canceled, and the fee less the accrued costs plus 15 percent for the cost of handling and overhead will be returned to the applicant.
