19.16.080 River Obstructions.

City Code Section
  1. A.  By certified mail, return receipt requested, the Harbor Master will notify the owner, agent, or person in charge of any wreck, uncontrolled vessel, obstructing material or structure that is in violation of this chapter. In the Harbor Master’s discretion, this notice may be posted on the wreck, vessel, material or structure.
  2. B.  The notice will state the time within which the violation is to cease.
  3. C.  If the violation is not terminated within the time specified, the Harbor Master may remove the wreck, vessel, obstruction or material together with its tackle and cargo.
  4. D.  After removal, the Harbor Master will notify the owner, agent, consignee or person in charge of the wreck, vessel or material of the cost of removing it and specify a date on which the cost must be paid to the City.
  5. E.  If the cost of removal is not paid within the time specified, the wreck, vessel or material may be sold and the proceeds disposed of in accordance with City Code Section 5.36.015.
