The Noise Review Board is established, consisting of five members, each appointed by the Mayor. Among the members there will be one professional in acoustics, one representative of the construction industry, and three citizens at large. Appointments are for a three-year term. Noise Review Board members may serve no more than two complete three-year terms unless authorized by the City Administrator. Members must serve without remuneration. The Board must elect its own chairperson at its first meeting of each fiscal year, and must determine its own schedule of meetings. The Noise Control Officer serves as a nonvoting member of the Board. All decisions made by the Noise Review Board are by simple majority vote of a quorum.
