A ratepayer, property owner, or owner’s agent may request modification of a City Administrator decision related to this Chapter as described in this Chapter via administrative review with BES staff to the extent allowed by administrative rule. After the requestor has exhausted all BES administrative reviews, the requestor may appeal a City Administrator decision to the Code Hearings Officer per Portland City Code Title 22 to the extent allowed by administrative rule.
