It is the policy of the Bureau of Environmental Services (BES) to provide the planning, engineering and administration necessary to develop and manage sewer facilities that are adequate for the conveyance, treatment and disposal of wastewater from within the City and to operate the sewer system in such a manner that protects public health and the environment. In carrying out this policy, the objectives of this Chapter are:

1. A. to prevent pollutants from entering the sewer system that would interfere with its normal operation or contaminate the resulting sludge;
2. B. to prevent the introduction of pollutants into the sewer system that would not be adequately treated and will pass through into the environment;
3. C. to improve the opportunity for recycling and reclamation of wastewater and sludge;
4. D. to ensure protection of worker safety and health;
5. E. to ensure that all dischargers comply with applicable federal, state and local laws and regulations governing wastewater discharges and that sanctions for failure to comply are imposed.
