17.15.030 Rules of Construction.

  1. For the purposes of administration and enforcement of this Chapter, unless otherwise stated in this Chapter, the following rules of construction apply:
  2. A. In case of any difference of meaning or implication between the text of this Chapter and any caption, illustration, summary table, or illustrative table, the text will control.
  3. B. The word “must” is always mandatory and not discretionary; the word “may” is permissive.
  4. C. Words used in the present tense include the future; and words used in the singular number include the plural and the plural the singular, unless the context clearly indicates the contrary.
  5. D. The phrase “used for” includes “arranged for,” “designed for,” “maintained for,” and “occupied for.”
  6. E. Where a regulation involves two or more connected items, conditions, provisions, or events:
    1. 1. “And” indicates that all the connected terms, conditions, provisions or events apply;
    2. 2. “Or” indicates that the connected items, conditions, provisions or events may apply singly or in any combination.
  7. F. The words “include” and “includes” do not limit a term to the specific example, but are intended to extend the term’s meaning to all other instances or circumstances of like kind or character.
