The March 25th agenda topics included Bureau of Planning and Sustainability's Housing Production Strategy and Oregon Department of Transportation's  I-5 over SW 26th Avenue Improvements project.

Bureau of Planning & Sustainability City Planners Ariel Kane and Sam Brookham presented and hosted discussion on Housing Production Strategy (HPS). The HPS includes zoning code and map changes, regulatory reforms, financial incentives, funding, land acquisition and preservation, and partnerships that address the housing production needs of the next five years.

Oregon Department of Transportation's Community Affairs Coordinator Ellen Waters, project engineer Ben Hert (David Evans and Associates) and public involvement JLA team Valentina Peng and Kristen Kibler gave an update on the I-5 over SW 26th Avenue Improvements project that improves the I-5 bridge with a new structure and upgrades lighting, bike lanes, and sidewalks on SW 26th Ave.


Monday, January 22, 2024, 7:00 - 8:30 pm

The January 22nd forum included presentations and discussion on the Land Division Code Update and the Regulatory Improvement Code Amendment Packages (RICAP) with Bureau of Planning & Sustainability (BPS) staff.

BPS Planners Nate Kling and Morgan Tracy presented and answered questions about the Land Division Code Update. This project aims to encourage new housing development by streamlining the review of residential land divisions. The goal of the project is to reduce regulatory barriers and uncertainty in the application process, while continuing to provide benefits to the community.

Regulatory Improvement Code Amendment Project 10

BPS Planners Kevin Bond and JP McNeil presented and answered questions about the Regulatory Improvement Code Amendment Package (RICAP) 10. This project is part of an ongoing series of minor technical updates, clarifications, and refinements to Portland’s zoning regulations. RICAP 10 amendments are grouped into three themes: housing production, economic development, and regulatory reduction.

Government Transition Advisory Committee member Terry Harris presented and led discussion on Portland's government transition and how that may impact the neighborhood system advocacy framework.

Portland Bureau of Planning and Sustainability Planner Phil Nameny presented and answered questions about the Housing Regulatory Relief Project that is on a fast track for approval.

Portland Bureau of Transportation Resource Manager Mark Lear presented on PBOT's budget situation and the Fixing Our Streets gas tax renewal.

The September 25 meeting included a presentation and discussion on the Proposed Draft of the 2045 Housing Needs Analysis (HNA) with Bureau of Planning and Sustainability (BPS) Economic City Planner Ariel Kane.

Housing Needs Analysis (HNA) and Housing Production Strategy (HPS)

Statewide Planning Goal 10 requires cities to inventory “buildable lands” and ensure there is enough zoned land to accommodate their housing needs over the next 20 years. Portland is currently updating the mandated Housing Needs Analysis and accompanying Housing Production Strategy for this purpose.
