Creating a Complete Application
A completed application for the City of Portland will depend on the type of applicant and the license Action. Please find the applicable license and action in the chart below. All forms that include an X under the license action must be included in the packet you submit to the City of Portland.

Submit Application
Application may be submitted by email or mail.
Submitting by email (*new*):
- Applicants must submit applications with all required documents — including documents not provided by the OLCC that are specific to the City of Portland.
- See table above for a list of required documents. Any applications missing documents will not be processed and will be returned to applicants.
- Send all application documents as a PDF attachment in an email to Liquor@portlandoregon.gov.
- Do Not Send Zip files - they will be immediately deleted by the City's spam filters. We cannot open Zipped files.
- Do Not Send DocuSigned files - we will not be able to open your documents.
- Liquor staff will send applicants an invoice with a URL link to an online payment platform within 48 business hours of receipt of the full application.
- Applicants must promptly pay invoice online (see table above for cost) through the provided link to complete the application.
- Completed applications will then be processed by the City of Portland, which can take up to 30 days.
Submitting by mail:
- Applicants must submit applications with all required documents — including documents not provided by the OLCC that are specific to the City of Portland.
- See table above for a list of required documents. Any applications missing documents will not be processed and will be returned to applicants.
- Make checks payable to "City of Portland."
- Mail completed application and check payment in a large manila envelope (often size 9"x12"). Do not fold or staple application. Mail to: Liquor Licensing, 1120 SW 5th Ave, Suite 114, Portland, OR 97204.
