As a sanctuary city, the City of Portland (the City) is committed to working to create a community where every person, regardless of their identity, is safe, valued, and welcome.
The City is also committed to advancing equity, civil rights, racial justice, environmental justice, equal opportunity, and nondiscrimination in accordance with all applicable federal, state, and local laws and statutes.
There are many civil laws that identify protected classes based on what activity a person is engaged in. For example, it is unlawful to discriminate against a person in an employment setting based on their race, color, religion, sex, sexual orientation, national origin, marital status, age if the individual is 18 years of age or older, individual’s expunged juvenile record, uniformed service, or disability (if the employer has 6 or more employees).
In Portland, City policy is to eliminate discrimination based on the protected classes of:
- Race
- Religion
- Color
- Sex
- Marital or familial status
- National origin
- Age
- Mental or physical disability
- Sexual orientation
- Gender identity
- Source of income
It is unlawful to discriminate on the basis of the above listed protected classes in City programs, activities, services, benefits, and employment, whether carried out by the City directly or through a contractor or any other entity with whom the City of Portland arranges to carry out its programs and activities except as allowed by federal law, rules, and regulations.
