Annual Policy Report 

The Cannabis Policy Oversight Team’s yearly Cannabis Policy Report highlights issues currently facing Portland’s cannabis industry, cannabis consumers and our counties, and makes recommendations to the local government about how to address those issues.   

2022 Cannabis Policy Report 

"CPOT recommended and the council approved the drafting and funding of an economic viability forecast of the City of Portland’s current cannabis ecosystem. This forecast will examine Oregon’s cannabis market, including sales, prices, and consumption, and will be used to inform changes to cannabis policy. The council has set aside $50,000 from the cannabis licensing fund for this project, and it is expected to roll out in Q3 of 2023. The details of the economic viability study will help the City’s Cannabis Program properly study and develop tools and information to drive positive impacts for the cannabis industry in Portland". 2021 Cannabis Policy Report 

"Although 2021 was another record sales year for the Oregon cannabis industry and another banner year for the State and City’s tax coffers, the cascading impacts related to the ongoing pandemic, the sharp increase in burglaries and robberies, and the devastating wildfires continue to create vulnerabilities within the cannabis industry ecosystem in Oregon". 2020 Cannabis Policy Report

"Despite the cannabis industry’s growth in 2020, we still have many hurdles with many on the horizon. As the cannabis industry confronts these headwinds, Portland must continue to support initiatives that deliver the changes necessary in the cannabis industry, the city, and the community deserves. All of the work done by CPOT, now and in the future, will help to ensure the continued sustainability of the cannabis industry, both within the City of Portland and throughout the state." READ MORE.

2019 Cannabis Policy Report 

CPOT’s 2019 Cannabis Policy Report addresses the issues of social equity, research, education and sustainability around Portland’s cannabis industry. The report outlines the ways in which the City of Portland currently handles those issues and makes recommendations for how we can improve. READ MORE.
