Tracy Warren is the Deputy City Administrator for the City Operations Service Area

Interim Deputy City Administrator

Tracy Warren

Tracy Warren serves as the Interim Deputy City Administrator for City Operations, providing executive leadership for the City of Portland's enterprise service areas that support citywide operations. She oversees a workforce of more than 700 employees and a $1 billion operating budget, helping ensure the effective, efficient, and accountable delivery of critical administrative services across the organization.

Warren brings more than 15 years of public-sector leadership experience in organizational strategy, operational excellence, workforce development, labor relations, and change management. Since joining the City of Portland in 2018, she has held progressively broader leadership roles, including Director of the Bureau of Human Resources, before being appointed Interim Deputy City Administrator. She has led complex, cross-functional initiatives to modernize City operations, strengthen accountability, improve service delivery, and build more consistent, customer-focused services across the organization.

PDX 311

Betsy Drake-Studstill

Betsy Drake-Studstill joined the City's 311 Program in 2022, bringing extensive experience building customer service teams, developing operations and creating systems designed around the needs of the people they serve.

Before joining the City, Betsy helped grow Stitch Fix from a startup into a publicly traded, national retailer, where she gained deep experience in customer experience, team leadership and scaling operations while maintaining a strong focus on the customer. That experience continues to inform her approach to 311: City services should be easy to access, human-centered and continually improved through customer feedback.

Earlier in her career, Betsy held a variety of leadership and operational roles in the restaurant industry, where success depended on thoughtful systems, strong teams and, ultimately, customer happiness. At 311, Betsy leads a collaborative team focused on making City services easier to navigate and more responsive to the people who use them. She works across the organization to identify opportunities to improve the customer experience and ensure that City services remain accessible, equitable and user-friendly.

Betsy is a graduate of Boston University. She has lived in 11 cities around the world and is happy to have finally found her home in Portland.

Human Resources

Ron Zito 

Ron Zito serves as the Interim Director of the City of Portland's Bureau of Human Resources, providing executive leadership for citywide human resources operations. He oversees labor negotiations, talent acquisition, classification and compensation, employee relations, workforce development, and strategic organizational initiatives that support thousands of City employees.

Zito brings more than two decades of experience in labor relations and human resources across the public and private sectors. Since joining the City of Portland in 2015, he has held several leadership roles, including Employee Relations Manager, Employee and Labor Relations Director, Deputy Director, and Interim Director. Before coming to the City, he served in labor and employee relations leadership positions with Clark County and Metro, Oregon's regional government, and spent more than a decade in human resources and labor relations with Pepsi, Frito-Lay, and Ford Motor Company. Zito served in the United States Army as a Combat Engineer and holds a bachelor's degree in Human Resource Management from the University at Buffalo, a master's degree in Labor and Employment Relations from Penn State University, and professional certifications including Professional in Human Resources (PHR), IPMA-HR Certified Professional (IPMA-CP), and Certified Labor Relations Professional (CLRP).

Procurement Services

Sylvester Donelson Jr.

Sylvester Donelson, Jr. serves as the City of Portland's Chief Procurement Officer, where he leads the City's procurement and contracting operations and helps ensure public investments advance the City's goals for equity, sustainability, and operational excellence. He works closely with City leadership, bureau directors, elected officials, community partners, and vendors to oversee strategic purchasing and contracting that supports the delivery of public services.

Donelson brings more than two decades of public sector procurement and contract management experience to the role. Before joining the City of Portland in 2024, he served as director of procurement for the San Joaquin Regional Transit District, procurement officer for the Sacramento Housing and Redevelopment Agency, and chief procurement officer for the County of Santa Barbara. Throughout his career, he has led major procurement modernization efforts, developed long-term strategic procurement plans, streamlined purchasing processes, and advanced inclusive contracting practices that create opportunities for diverse businesses. Donelson holds a Master of Public Administration from California State University, East Bay, and has completed extensive training in construction management and procurement best practices.

Technology Services

Elyse Rosenberg

Elyse Rosenberg serves as the City of Portland's Chief Information Officer, leading the Bureau of Technology Services and overseeing the technology, cybersecurity, and digital systems that support City operations and services. She provides strategic leadership for the City's technology investments and works across bureaus to advance secure, reliable, and innovative technology solutions that improve service delivery and promote equitable access to City resources.

Rosenberg brings nearly three decades of public service experience and has been with the City of Portland since 2011. Before being appointed Chief Information Officer in 2025, she served as Interim CIO and previously held leadership roles supporting City operations and business services. Throughout her tenure, she has helped shape the City's technology strategy by launching a multi-year technology roadmap, modernizing technology governance, and leading initiatives to strengthen data-informed decision-making and cross-bureau collaboration. Rosenberg holds a Master of Public Administration from Florida Atlantic University and is a Certified Government Chief Information Officer through Rutgers University and the Public Technology Institute. She also holds certifications in Lean Six Sigma and advanced facilitation.

Fleet and Facilities

Mike Roy

Mike Roy serves as Interim Director of the City of Portland's Bureau of Fleet and Facilities, where he leads the teams responsible for managing the City's fleet, facilities, and operational support services. He has held several leadership roles within the bureau since joining the City in 2018, including Fleet Director and Vehicle Services Manager, helping modernize fleet operations and support the delivery of reliable, efficient services across City government.

Roy brings more than two decades of experience in fleet management, public works, and facilities operations in both the public and private sectors. Before joining the City of Portland, he held leadership positions with Pacific Gas and Electric Company, the City of Redmond, and the City of Snoqualmie, where he oversaw fleet operations, public works programs, capital projects, and multimillion-dollar budgets. He holds a bachelor's degree in Business Management from Western Governors University and a Certificate of Accomplishment in Project Management from Bellevue College. He has also served in leadership and advisory roles with the NAFA Fleet Management Association and Santa Rosa Junior College's Diesel Advisory Board.

Fire and Police Disability and Retirement

Sam Hutchison

Sam Hutchison serves as Director and Fund Administrator for the City of Portland's Fire and Police Disability and Retirement Fund, where he oversees the administration of disability, death, and retirement benefits for Portland firefighters, police officers, and their beneficiaries. He leads the bureau's operations with a focus on delivering responsive, customer-centered service while ensuring the long-term stewardship of the Fund.

Hutchison brings nearly four decades of experience in disability and workers' compensation claims, employee benefits, and public pension administration. Before joining the City of Portland in 2013, he spent more than 25 years with The Standard, where he held a series of progressively responsible leadership positions, including Assistant Vice President of Benefits (Claims). Throughout his career, he has built and led high-performing service organizations, guided teams through organizational change, and fostered strong relationships with employees, customers, and stakeholders. Hutchison holds a Bachelor of Science from Oregon State University, a Master of Business Administration from Arizona State University, and professional certifications in change management and public pension policy.

Small Donor Elections

Susan Mottet

Susan Mottet serves as Director of the City of Portland's Small Donor Elections program, where she oversees the City's public campaign financing program and works to strengthen transparency, accountability, and public trust in local elections. She leads program administration, policy implementation, and rulemaking to ensure the program operates effectively and expands opportunities for Portlanders to participate in the democratic process.

Mottet brings more than two decades of experience in public policy, legislative strategy, and government relations at the federal, state, and local levels. Since joining the City of Portland in 2018, she has led the Small Donor Elections program through its implementation and continued evolution. Previously, she directed state legislative strategy for Every Voice, advised policymakers and advocacy organizations on legislative initiatives nationwide, and held policy leadership roles with Progressive States Network, Planned Parenthood Federation of America, and the Council of the District of Columbia, where she helped draft and advance significant public policy initiatives. Mottet holds a Juris Doctor from The George Washington University Law School and a bachelor's degree in Philosophy from Sarah Lawrence College.

Integrated Security

Manuel Guerra

Manuel Guerra serves as the City of Portland's Security Manager, where he leads citywide security operations and helps protect City employees, facilities, assets, and public spaces. He oversees security services across the organization, manages a $10 million security services budget, supervises contracted security personnel, and leads initiatives to strengthen security systems, incident response, and safety practices across City operations.

Guerra brings more than 16 years of experience in security leadership across government, higher education, and law enforcement environments. Since joining the City of Portland in 2020, he has advanced integrated security strategies, implemented citywide security access control and video surveillance systems, developed security incident reporting frameworks, and facilitated collaboration through the City's Security Stakeholders Steering Committee. Previously, he served as Director of Campus Safety & Security at the Pacific Northwest College of Art, where he established a campus safety department, led risk management and emergency preparedness efforts, and developed safety training programs. Guerra holds an associate degree from Portland Community College.

Independent Police Review Interim Director

Kelsey Lloyd

Kelsey Lloyd serves as Interim Director of the Independent Police Review (IPR). IPR provides impartial oversight of police conduct, practices, and policies to increase accountability and public trust. She oversees a staff of twelve, including a deputy director, investigators, an analyst, and administrative staff. Since joining the City in 2012, Kelsey has served in several roles at IPR before being appointed as Interim Director in January 2026.
