Section 4-101 Merit Principle.

- All appointments and promotions to positions in the classified service shall be made solely on the basis of merit and fitness demonstrated by a valid and reliable examination or other objective evidence of competence. Such appointments and promotions shall provide fair and equal opportunity without regard to protected classes under local ordinance, or state or federal law. The goal of the merit system is a workforce that reflects the aspirations and values of the City it serves.
