Article 2 Special Facilities

  1. The City may construct, reconstruct, repair and maintain a building or buildings for use as municipal auditorium and related facilities. The Council may fix fees and impose charges for the use of auditorium facilities and services, and may waive or reduce the fees and charges to the extent it finds appropriate in the public interest. The City may make rules and regulations for management and control of the auditorium facilities and services. The Council may delegate management and control to any commission established by Charter, notwithstanding stated functions and limitations on that commission, or to any commission established by ordinance for that purpose. Employees and positions connected with the Municipal Auditorium and related facilities are not within the classified Civil Service of the City unless included therein by vote of the people. In case the revenues from the auditorium and any related facilities are insufficient to pay for maintenance and operation, the Council may pay the deficit out of the General Fund. The Mayor may permit use without charge of any surplus space in a building or facility, for the purposes of a nonprofit organization devoted in whole or in part to the preservation of matters of historical interest, and for use and occupancy by any bureau, department or office of City government.
