Amend Property Tax Exemption for Multiple-Unit Housing Development Code and Inclusionary Housing Code to make technical corrections and adjust the property tax exemption for multiple-unit housing developments (suspend foregone revenue cap in Ordinance 188358; amend Code Chapter 3.103 and Code Section 30.01.120)

Amend Tax Rate Code to extend a Heavy Vehicle Use Tax to fund Portland Street Repair, Maintenance, and Traffic Safety Program (amend Code Section 7.02.500)

Title 33 updates based on:

• Floodplains Resilience; Ordinance #191477
• Annual Dollar Threshold Update

Effective March 1, 2024.

Amend Downtown Business Incentive Credit Code to expand eligibility (amend Code Section 7.02.875)

The Directive was rewritten for clarity, simplicity, and to better reflect best practices and Bureau values. Sections on Citations-in-Lieu of Custody, Drug Offenses, and Citizen’s Arrests were removed, as they are either not procedurally distinct from standard arrests or covered in other areas.

The Directive was rewritten to be in-line with current standards for directives and to eliminate extraneous or outdated content. Consequently, the directive was almost entirely redrafted, organizing it into requirements for serving and applying for arrest warrants.

The revised Directive aims to provide guidance for officers on their legal authority to place intoxicated individuals on civil holds while simultaneously dealing with the reality that no replacement for the closed Hooper Sobering Center exists. It also introduces a new form for officers to use when placing people on holds to enhance communication with other first responders and clinical staff.

Amend Business License Law Code related to Residential Rental Registration Program (amend Code Sections 7.02.100 and 7.02.890)

This directive is in its second universal review. Primarily, the changes incorporate public feedback to increase clarity in terminology along with timelines for reporting.

This directive has undergone minor changes to reflect changes in the Bureau's organizational structure. Substantive changes have been made to detective notifications to better reflect when an immediate response by detectives has investigative value.  Lastly a change has been made to allow non-sworn members to collect SA Kits. 

Amend Graffiti Nuisance Property Code to allow enforcement through the Code Hearings Office as set out in Code Title 22 (amend Code Section 14B.80.040)

Amend Building Regulations Code to adopt portions of the 2021 International Building Code, the State of Oregon 2023 Edition of the Oregon Residential Specialty Code, and the 2022 Edition of the Oregon Structural Specialty Code (amend Code Sections 24.10.040 and 24.10.072, add Code Section 24.10.150)

Amend City Code to update certain boards of appeal terms, reduce the number of alternate members, and make other process changes (amend Code Titles 24, 25, 26, and 27)

This directive was initially posted for Second Universal Review in October of 2021. The Policy Development Team (PDT) delayed implementation of the directive at that time pending work on several other directives. Given the prolonged delay the directive is being posted again for first universal review. The PDT anticipates making minor changes to the directive to reflect changes in the Bureau's organizational structure. The PDT also looks to provide a comprehensive definition of traumatic event, to better capture the degree of stress and trauma officers are exposed to. 

This directive is up for first universal review. It was last reviewed in 2022. We anticipate there will be very few changes.
