The directive was revised to specifically reference City of Portland Human Resources Administrative Rule 6.01 General and Administrative Leaves of Absence. PPB specific language on administrative leave was removed to prevent confusion and clarify that administrative leave is governed by existing city rules.  

0210.70 Secondary Employment Police Directive First Universal Review

While the Bureau does not anticipate a major overhaul of this directive, the Bureau intends to change language limiting access based on the criminal history of people or premises seeking secondary employment contracts. The goal is to ensure that contracts are accessible and provide value to the community. 

0640.50 Traffic Crash Investigations Police Directive First Universal Review

The Bureau intends to revise this directive to reflect current Bureau resources, as well as best practices for crash investigations. 

0720.00 Special Emergency Reaction Team (SERT) and Crisis Negotiation Team (CNT) Use Police Directive First Universal Review

The Bureau anticipates making substantial changes to this directive to ensure that SERT and CNT are providing the best services to other Bureau members and the community.

We are reposting this directive for a first universal review. The last time this directive went through the entire review and revision process was in the fall of 2019.

210.80 Extra Employment Police Directive First Universal Review

The Bureau intends to revise the directive so simply rules regarding Secondary Employment to be more in line with the goals that secondary employment does not negatively impact the city or the employee's work performance. All changes will be made consistent with the City's collective bargaining obligations. 

Ordinance 191643 Code Change

Amend Floating Structures Code to clarify permitting requirements for repairs to existing floatation systems (amend Code Sections 28.03.020 and 28.05.010)

0510.00 Fitness Room Police Directive Pending Enactment

The revised Directive clarifies responsibilities for the Fitness Room Committee and Chairperson, as well as acknowledging that injuries sustained during working hours may be eligible for Fire and Police Disability and Retirement (FPDR) compensation. The Directive was also renumbered to be included in the Wellness Section of the Directive Manual.

0631.60 Premises Entry Police Directive Pending Enactment

The revised Directive is restructured to better capture the individual responsibilities of sworn members and supervisors. It also clarifies the legal standard for warrantless entries into premises. 

0631.70 Investigation of Animal Problems Police Directive Pending Enactment

The revised Directive establishes a new procedure for reviewing the use of weapons against animals, as well as clarifying the standard. Several other changes are made to update language throughout the directive. 

0860.30 Citations-in-Lieu-of-Custody Police Directive Pending Enactment

The updated Directive makes numerous changes, eliminating outdated language and procedures and simplifying the final directive to improve its clarity and utility. 

0635.10 Portland Police Bureau Response to Public Order Events Police Directive First Universal Review

This policy is up for first universal review. Significant changes were made during the last review process in December 2022.

The Directive was rewritten for clarity, simplicity, and to better reflect best practices and Bureau values. Sections on Citations-in-Lieu of Custody, Drug Offenses, and Citizen’s Arrests were removed, as they are either not procedurally distinct from standard arrests or covered in other areas.

0840.00 Arrest With Warrant Police Directive Pending Enactment

The Directive was rewritten to be in-line with current standards for directives and to eliminate extraneous or outdated content. Consequently, the directive was almost entirely redrafted, organizing it into requirements for serving and applying for arrest warrants.
