0630.05 Vehicle Interventions and Pursuits Police Directive Pending Enactment

The Bureau made significant changes to the directive. Establishing a new basis for pursuit authorization standard for planned operations, codifying exceptional circumstances pursuits, and simplifying the standard for vehicle interventions to be in line with the "totality of the circumstances" standard in Directive 1010.00 Use of Force. Other changes were made to definitions, in order to create clearer standards. 

0640.80 Bias Crime Reporting Police Directive Second Universal Review

The Policy Development Team, in consultation with subject matter experts, made numerous changes to the directive. The main substantive change was to bring the incident in line with updated state law definitions. 

Other changes were made to update and refine requirements for bias investigations, specifically focused on providing better guidance to members. The PDT also updated reporting requirements, to improve Bureau tracking of Bias events and crimes. 

0210.30, Timekeeping including Overtime Police Directive Second Universal Review

This policy is in second universal review. Minor grammatical and language edits were made for clarity and consistency.

0660.10 Property and Evidence Procedures Police Directive First Universal Review

This directive is being posted for its two-year review. At this time the Policy Development Team anticipates making minor changes only to clarify property handling and storage procedures. 

210.22 Exempt Employee Time Tracking and Managment Leave Guidelines Police Directive Second Universal Review

This directive is in its second universal review. There are no changes in the policy.

0640.38 Interacting with Members of the LGBTQIA2S+ / Queer Community Police Directive Second Universal Review

This directive is being posted for Second Universal Review. The Policy Development Team has made few substantive changes to the directive. The directive has been revised for clarity around prohibitions on profiling and biased policing, as well as updating records entry to allow for more accurate and respectful record keeping. 

0825.00 Protection Orders and Domestic Violence Cases Police Directive Second Universal Review

This directive has not undergone substantial changes. The main change is the addition of Section 2. Domestic Disturbance Investigations. This section clarifies and expands the standards for Domestic Violence Investigations.

0825.10, Members as Victims or Suspects of Domestic Violence Police Directive Second Universal Review

This directive has not undergone major substantive changes, however it has been rewritten for clarity. Individual sections specifying responsibilities of members and other ranks are now listed both for instances where members are victims or perpetrators of domestic violence. 

0910.00 Use of Force Reporting, Review, and Investigation Police Directive First Universal Review

This directive is named in the settlement agreement between the City of Portland and the United States Department of Justice and is required to be reviewed on an annual basis.  The Policy Development Team does not anticipate major changes at this time. 

1010.00 Use of Force Police Directive First Universal Review

This directive is named in the settlement agreement between the City of Portland and the United States Department of Justice and is required to be reviewed on an annual basis.  The Policy Development Team does not anticipate major changes at this time. 

1010.10 Deadly Force and In-Custody Death Reporting and Investigation Procedures Police Directive First Universal Review

This directive is named in the settlement agreement between the City of Portland and the United States Department of Justice and is required to be reviewed on an annual basis.  The Policy Development Team does not anticipate making substantive procedural changes. 

1015.00 Less Lethal Weapons and Tools Police Directive First Universal Review

This directive is named in the settlement agreement between the City of Portland and the United States Department of Justice and is required to be reviewed on an annual basis.  The Policy Development Team does not anticipate major changes at this time. 

1035.00 Ballistic Shields Police Directive First Universal Review

This directive has not been reviewed since 2016. The Policy Development Team is evaluating whether the directive should be rescinded, and guidance on the use of shields placed in easier to update Standard Operating Procedures (SOP) and training materials. If it is not rescinded the current directive will need to be evaluated to see if it is in line with best practices around shield use. 

0305.00, Active Bystandership, Intervention, and Anti-Retaliation Police Directive First Universal Review

This directive was first implemented in 2021. This is the first time it has been reviewed. This directive was developed in accordance with Georgetown University Law Center's ABLE project. At this time no major changes are anticipated.

0630.61 Stolen Vehicles Police Directive First Universal Review

This directive is being reviewed to ensure the current practices around towing stolen vehicles are effective, and to review rules about stolen vehicle reports. At this time no major changes are expected. 

0750.00, Bureau Cooperation with the Federal Bureau of Investigation’s Joint Terrorism Task Force Police Directive Second Universal Review

This directive is subject to regular review; however, at this time the Bureau is not recommending any changes.

Amend Private For-Hire Transportation Regulations Code to increase vehicle age limit, identify administrative suspension for exemption from eligibility, amend driving history requirements, and require decertification of drivers (amend Code Chapter 16.40)

There are also changes to pursuit authorization, contemplating the use of vehicle pursuits as part of preplanned missions.
