The Bureau revised the directive outside of the standard review process to address an operational need, specifically adding procedural guidance in Section 2.4.1.3.

0910.00 Use of Force Reporting, Review, and Investigation - Second Universal Review Police Directive Second Universal Review

Based on an audit of reported force incidents, civil suits, and the implementation of Body Worn Cameras Bureau made draft changes to create a category for "de minimis force." This is defined as force that is not likely to cause substantial pain or injury, and will be subject to a streamlined review process, in light of the availability of Body Worn Cameras. 

0910.00 Use of Force Reporting, Review, and Investigation - First Universal Review Police Directive First Universal Review

This directive is named in the settlement agreement between the City of Portland and the United States Department of Justice and is required to be reviewed on an annual basis.  The Policy Development Team does not anticipate major changes at this time.
