0645.00 Identifiability Requirements and Assistance with Federal or Out-of-State Law Enforcement Operations (Interim)

Label: Police directive pending enactment
Effective date
Description of change

The Bureau is adopting interim DIR 0645.00, which pertains to the use of facial coverings and working with federal and out-of-state law enforcement agencies, to comply with statutory timelines set forth in House Bill 4138. All Bureau members must comply with the interim directive.

On May 27, 2026, Portland City Council passed ordinance 192184, adding Chapter 23.30, regarding the identification of law enforcement officers, to Portland City Code. Notwithstanding this passage, the code requirements will only apply to Portland Police Association and Portland Police Command Officer Association members upon compliance with any legal obligations the City may have under the Public Employees Collective Bargaining Act (PECBA). At this time, the ordinance and code requirements only apply to members at the rank of captain and above.

The Bureau will adopt a permanent directive upon the City's fulfilment of its legal obligations under the PECBA.
