The revised directive introduces an "Open Engagement" process to manage and review continuous feedback on all active Bureau directives; eliminates the "First Universal Review" process and creates a longer "Public Comment Period" for all new Bureau directives and proposed changes to Bureau directives, lasting 60 days; and more clearly outlines Policy Development Team roles and responsibilities.
