What is Performance Management?

Performance management is made up of a broad range of approaches and practices that governments use for managing operations effectively, budgeting wisely, and for prioritizing public programs. These strategies help governments determine the level success or failure arising from operational and policy decision-making – and create opportunities to course correct based on the information. Over the last several years, the City Budget Office has sought to increase Portland’s use of performance data both in and out of the budget process. 

We help Portland develop and monitor progress towards goals. The City Budget oft assists bureaus in the creation of comprehensive sets of measures reflecting the results achieved by the City’s work.

  • We create monitoring systems that make data easily accessible for Council, bureaus, and the public.
  • We set targets that reflect service levels to meet residents’ needs.
  • We participate in efforts that allow Portland to compare itself to other cities by benchmarking outcomes nationally and internationally.

We apply data analytics to inform solutions. The City Budget Office assists program managers in steering program implementation towards cost-effective solutions.

  • We develop and apply management frameworks to facilitate success on the city’s biggest challenges and publish our performance insights in key policy documents, including the Adopted Budget and Prior Year Performance Report.

We support employee empowerment and community engagement. 

  • We publicly release budget and performance data to increase accountability and allow self-serve engagement from all stakeholders.
  • We extend analytic capacity across the City and public by publishing interactive visualizations for community members to explore program performance and the City Budget data.
