The City Budget Office (CBO) provides timely, accurate, and unfiltered information and analysis regarding budgeting, forecasting, and fiscal policy issues to the Mayor, Commissioners, City Auditor, City bureaus, and the public.

About Us

We are a small, highly-motivated team providing bureau-specific and Citywide budget and program analysis, economic forecasting, Citywide performance management, and Portland Utility Board management, analysis and support. CBO’s primary function involves coordinating the development of the City’s budget, including analysis and recommendations of each bureau’s operating and capital budget, financial plan, and performance measures. Duties include monitoring the high-level expenditure and revenue trends of all City funds throughout the fiscal year, coordinating budget amendments, analyzing City programs and policies, reviewing ordinances for fiscal and policy impacts, and providing fiduciary oversight of the General Fund and Recreational Cannabis Tax Fund.

In addition to providing analysis and recommendations to elected officials and the public, analysts are available to City bureaus for consultation, training, and technical assistance in matters related to budget, finance, and performance measurement and management. Analysts conduct research in response to inquiries from elected officials, City bureaus, the media, and the public. CBO strives to help the Mayor and City Council make decisions that preserve the long-term fiscal health of the City, and to help bureaus achieve Council’s priorities by using City resources to efficiently, effectively, and equitably deliver desired outcomes.

City Budget Director, Timothy Grewe

As the City Budget Director, Timothy Grewe leads an 18-person team focused managing the budget process, supporting Council budget decision-making, and providing unfiltered information and analysis to elected officials, bureaus, and the public.

He joined the City Budget Office in January 2023 but has worked for 35 years in a variety of public management and finance positions in the United States. During his prior 30-year tenure with the City of Portland, Oregon he served in a variety of positions including the City’s first Chief Administrative Officer, its Director of the Office of Finance and Management, and the Director of Financial Planning. He also held positions at the Bureau of Fire and Rescue and the Office of Planning and Development.

Prior to returning to the City of Portland, Timothy worked for the US Department of the Treasury Office of Technical Assistance’s (OTA) Budget and Financial Accountability Program. He served for 3 years as an OTA Senior Advisor,  supervising in-country assistance engagements focused on improving treasury management and budgeting systems in countries with developing and transitioning economies. Before this, Grewe served for 12 years as an OTA Resident Advisor working within Finance Ministries in the Republic of Georgia, the Kingdom of Cambodia, El Salvador, and Madagascar assisting in improving public financial management systems.

Timothy has been a member of the Government Finance Officers Association (GFOA) of the United States and Canada for over thirty years and served as its President in 2001-2002.

Timothy has been a long-time resident of the Portland area, is married and has two adult children that also reside in Portland.  In his free time, he enjoys running, hiking and birding with his wife, and spending time at Mount Hood and the Oregon Coast.

He holds a BS degree from Oregon State University (1973) and a Master of Public Administration degree from the University of Colorado (1976).
