Apply for Contractor Prequalification (Construction Only)

Contractors interested in bidding as a prime contractor on public improvement projects with an engineer’s estimate of $500,000 or greater must be prequalified with the City of Portland.

The online application process takes about 1 hour to complete. Prequalification renewals are issued within 30 days, and bid specifics are issued within 10 days.

The City of Portland has begun to use the SAP Ariba system to manage the construction pre-qualification program.  The process varies depending upon the type of prequalification (renewal or bid-specific) and upon whether you have already completed registration in Ariba and have previously applied for prequalification in Ariba.

Please see instructions below that apply to your situation. 


To Submit a New Two-Year Renewal or a New Bid-Specific Prequalification Application

If this is your first time submitting a prequalification application in the new SAP Ariba system, proceed as follows: 

  1. Has your organization already completed a registration with the City of Portland using the SAP Ariba system?  
    • If yes, proceed to #2.
    • If no, please visit the New Supplier Registration page to learn about and initiate that process.  Once your registration has been approved by the City of Portland, proceed to #2.
  2. Notify the City's Prequalification Coordinator via email that you would like to apply for prequalification.  Indicate if you would like to apply for renewal or bid specific.
  3. The Prequalification Coordinator will invite you via email to complete an application in SAP Ariba.  You will be notified via email.
  4. That email will contain a link that allows you to access, complete and submit the application online via your SAP Business Network account.
  5. As the City reviews your application, you will be notified via email of status changes (e.g., approval, request for additional information, denial).

To Submit A New Bid-Specific Prequalification

A bid-specific prequalification allows a contractor to be prequalified for work on a specific City project.  If approved, it is valid for the project duration.

If your organization has previously been approved for a bid-specific prequalification by the City in the SAP Ariba system, follow the instructions under Option 1 or Option 2 below:  

Option 1

  1. Notify the City's Prequalification Coordinator via email that you wish to submit a new bid-specific prequalification application.  
  2. The Prequalification Coordinator will invite you via email to complete an application in SAP Ariba.
  3. That email will contain a link which allows you to access, update/complete, and submit the application online via your SAP Business Network account. 

Option 2

  1. Login to your SAP Business Network account.
  2. Navigate to your Questionnaires and click on the approved Bid Specific Prequal.
  3. Click “Revise Response”, which will allow you to update the application as needed and submit.
  4. As the City reviews your application, you will be notified via email of status changes (e.g., approval, request for additional information, denial).

To Re-apply for Two-Year Renewal Prequalification

When a prequalification renewal application is approved, it is valid for two years.  Approximately two months from the expiration of an existing prequalification, the City Prequalification Coordinator will email the contractor to notify them of the renewal date.  To renew, follow the instructions under Option 1 or Option 2 below:

Option 1

  1. Reply to the email from the Prequalification Coordinator and indicate that you would like to renew for prequalification.
  2. The Prequalification Coordinator will invite you via email to complete an application in SAP Ariba.
  3. That email will contain a link which allows you to access, update and submit the application online via your SAP Business Network account.

Option 2

  1. Login to your SAP Business Network account.
  2. Navigate to your Questionnaires and click on the approved Two-Year Renewal Prequal.
  3. Click “Revise Response”, which will allow you to update the application as needed and submit.
  4. As the City reviews your application, you will be notified via email of status changes (e.g., approval, request for additional information, denial).
