What the City Buys
The City works with a wide range of businesses and organizations to serve the community, including:
- Businesses who sell products – such as office supplies, vehicles, construction materials, technology, or equipment.
- Service providers – including consultants, contractors, maintenance crews, engineers, designers, and more.
- Non-profits and community partners – organizations that deliver social services, outreach, or specialized programs.
- Sole proprietors and small businesses – individuals offering professional services, trades, or niche expertise.
- Other payees – individuals who receive payments from the City for non-procurement reasons, including easements, settlements, and other non-contractual transactions.
Whether you provide goods, services, or collaborate on projects, there are opportunities for businesses of all sizes to serve our community.

Businesses can discover opportunities and submit proposals through the City's website.
Register as an Approved City Supplier (After Contract Award)
Once your business has been awarded a contract with the City of Portland, you must register as an approved City supplier. You will register and login to your City of Portland's Bid Portal account. This completes the onboarding process and allows the City to issue payments.

Support for Suppliers!
The City will be offering work sessions throughout the year providing one-on-one assistance and immediate access to registration resources to help suppliers register, support bidding, and gain access to diverse opportunities.
