Chief Procurement Officer
The City of Portland’s Interim Chief Financial Officer Thomas Lannon, announced on Friday, March 1, 2024, that Kathleen Brenes-Morua will serve as the City’s interim Chief Procurement Officer. Kathleen brings a wealth of experience and knowledge to this role, having served within the Procurement team for five years as the Design and Construction Procurement Manager.
As interim Chief Procurement Officer, Kathleen will oversee all procurement operations, ensuring compliance with regulations, fostering transparency, strengthening community partnerships, and optimizing the City’s procurement processes to best serve the needs of Portland.
Kathleen holds two Business Administration degrees in Management & Leadership and Human Resources from Portland State University, she is a Certified Public Procurement Officer and brings more than 20 years of public sector procurement management expertise. “Kathleen will provide the stability and leadership needed to lead the Procurement team and help us through this period of transition to a new form of government,” said Chief Financial Officer Thomas Lannon.
