The City’s 12-month financial cycle begins July 1 and ends June 30 of the following year. The budget process includes five phases:

You can learn more about how the budget is made each year on our Introduction to the Budget Process page.
Throughout the budget year, community members have many opportunities to learn more about the budget process and provide budget input. These opportunities will be advertised on this page. Opportunities that align with the phases of the budget process, include:
- Introductory presentations that provide financial context and budget information early in the budget process (Jan/Feb)
- Requested budget engagement to gather feedback to finalize the Proposed budget (Mar/Apr)
- Council hearings and meetings, which include public testimony (May/Jun)
Other opportunities include:
- Budget Comment and Testimony form, where written testimony is accepted year-round.
- Portland Insights Survey, a robust survey which gathers broad community perspectives (every other year)
- Budget Advisory Committees, which are currently being reevaluated potentially to be service-area based or Citywide

Submit Written Testimony
Community members are invited to provide year-round written comments related to the City of Portland's budget, or testimony on specific Council agenda items related to the budget process. These comments will be shared with City Council members and leadership and included in the public record.
