Homelessness solutions supported
Most respondents supported substance abuse/mental health clinics and subsidized apartment complexes in their neighborhood
One survey question asked respondents to identify which solutions to homelessness they would support being built in their neighborhood. Substance Abuse and Mental Health Clinics and Subsidized Apartment Complexes constituted the most frequently selected options, followed by “indoor shelter facilities.”
2.4% of respondents wrote open-ended comments indicating that they instead supported “relocation, criminalization, or law enforcement”. It was a strong pattern that RRI summarized as an additional answer option emerging from the responses.
It is important to interpret the findings about housing and homelessness services within the context of responsibilities for the city, county, Oregon Metro, and the state government. Providing affordable housing and homeless services are a collaborative effort among all regional and local governments.
Knowledge of housing-related assistance programs
Just over half of the respondents knew about the Rental and Housing Assistance Program and the Water, Sewer, and Stormwater Bill Payment Assistance Program.
Although small, the proportions of individuals who needed, but didn’t know about these assistance programs suggest that targeted educating the community about the programs would be beneficial.
Among those who need, but don’t know these programs, nearly half are East Portlanders.
Larger proportions of those who need, but don’t know identify as White, Latinx/Hispanic, or Asian.
