The public is invited to provide year-round written comments related to the City of Portland's budget, or testimonies on specific Council Agenda items related to the budget process. These comments will be shared with City Council members and leadership and included in the public record.

Comment types

There are two types of budget-related comments you can submit:

1. Year-round budget comment

You may provide general feedback on the City’s budget process at any time during the fiscal year. These comments will be kept on record for two years. As part of the public record, they are filed with the City and available for public access upon request.

2. Council agenda item testimony

If you have specific input on Council Agenda items related to the budget—such as the Approved Budget or Adopted Budget in May or June—please select the appropriate agenda item when submitting your comments. These agenda-specific submissions, known as testimonies, will be filed with the corresponding agenda items and retained permanently as public records.
