Background
In the spring of 2011, City Council approved Resolution #36844, City Code changes, and a new BTS Administrative Rule 1.07 Technology Project Oversight, which created the Technology Oversight Committee (TOC). The TOC is an independent five-member citizen advisory committee that reviews selected City of Portland technology projects. The TOC’s primary goals are to increase transparency and accountability by helping ensure that projects are completed on time, within budget, and within the determined project scope.
The City Administrator will serve as the Mayor’s appointed advisor to the TOC. Staff from the Bureau of Technology Services Project Management Office, including the Chief Technology Officer, provide committee support and technical expertise. The Chief Technology Officer will provide a quarterly memo from the TOC to the City Administrator and the Deputy City Administrators highlighting the most recent project statuses.

Wilfred Pinfold, PhD
Mr. Pinfold holds a Research Professorship in Computer Science at Portland State University, is the CEO of Urban Systems Inc., a company that builds vibrant communities using technology to facilitate civic engagement, deliver services and share resources, and is the President of OpenCommons a 501c6 non-profit supporting community developed open source software and open data.
He retired as Director of Extreme Scale Programs and Federal Research at Intel Corporation in 2015. He holds a number of board positions and is the Honorary Consul for the United Kingdom in Portland.
Originally from Johannesburg, he trained in Naval Architecture and received his PhD in Computational Fluid Dynamics. He moved to the United States in 1980.
Dr. Jimmy Godard
Dr. Godard is an entrepreneur, philanthropist, and one of the best at organizational IT changes. For more than 20 years, he has led global changes with diverse teams, helped non-profit organizations, and coached IT leaders to lead with passion and purpose and reach their full potential.
Jimmy's leadership journey and professional experience over the last two decades in the worlds of information technology and business are incredible. He made his debut in the financial industry as a peak-time teller. He ascended to a Senior program, change, and service delivery manager. He implements global technology changes that have an impact on people, processes, and technology.
He has a unique perspective both on the business and technology sides. He holds a master's degree in computer information systems, a Master's Degree in Business Administration (MBA), a certified goal success coach, and a PhD in Organizational Leadership with a specialization in Information Systems and Technology. He is an instigator of process improvement and innovation with an unwavering determination to bring about results. He implements global technology integration efforts for Infrastructure, End User Computing, Mergers, Acquisitions, and Divestitures.
He is very involved in philanthropist activities in the Portland and SW Washington communities. He is an active coach of soccer (2-3 teams). He also performs service projects yearly worldwide, including and not limited to Haiti, Cambodia, Uganda, and Nigeria.
Dyanna Garcia
Ms. Garcia is an experienced Change leader with a diverse background in transformational change involving technology and process. Her curiosity and drive to find new ways of working, as well as her focus on creating bridges between groups, has allowed her to help teams create new paths towards future capabilities.
She has a passion for bringing people, process, and technology evolution together to create sustainable, impactful change. Dyanna pours her energy into creating community through the use of technology to help uplift those around her and create space for those who struggle to be heard.
Aside from her professional pursuits, Dyanna loves experiencing the joys of the pacific northwest with her family. Helping to ground them in the natural beauty that exists around them and the rich community they belong to.
