City of Portland names Elyse Rosenberg as new Chief Information Officer

The City of Portland has selected Elyse Rosenberg as its new Chief Information Officer (CIO) to lead the Bureau of Technology Services (BTS). Her appointment follows a competitive national search that drew more than 100 applicants.

Rosenberg brings nearly three decades of experience in public service and most recently served as the City’s Interim CIO, following the retirement of Jeff Baer earlier this year. In her new permanent role, she will oversee a team of nearly 300 employees and manage a $144 million annual budget.

Since joining the City of Portland in 2011, Rosenberg has been instrumental in advancing its technology strategy. She helped launch a three-year technology roadmap, guided updates to technology governance after Charter Reform and led citywide efforts to improve data-informed decision-making. Her leadership has positioned BTS as a central partner in delivering services that are efficient, inclusive and secure.

“I’m honored to continue serving the City of Portland in this role,” Rosenberg said. “I look forward to moving the work forward with our talented teams to deliver technology solutions that help Portlanders access services, improve how we work, and build a more connected and equitable city.”

As CIO, Rosenberg will guide the City’s overall technology direction and operations, ensuring that systems support both internal City services and community needs. She will also oversee major technology investments, strengthen cybersecurity readiness, and lead digital transformation initiatives across City bureaus. Known for building strong relationships and helping teams work across divisions to solve complex challenges, Rosenberg will continue aligning technology planning with the City’s broader goals to promote equity, improve service delivery, and expand public access to City resources.

“Elyse brings the right combination of vision, operational expertise and collaborative leadership,” said Sara Morrissey, Deputy City Administrator for City Operations. “She builds trust across teams, drives results and keeps equity at the forefront of her work. We’re excited to have her lead the City’s technology strategy into the future.”

She began her Portland career as a manager in the City’s Business Operations Division, supporting a wide range of bureaus and programs. Before coming to Portland, she held strategic roles in Broward County, Florida.

Rosenberg holds a Master of Public Administration from Florida Atlantic University and is a Certified Government Chief Information Officer through Rutgers University and the Public Technology Institute. She also holds certifications in Lean Six Sigma and advanced facilitation.

“Elyse’s leadership and experience make her a perfect fit for this role,” Morrissey added. “She brings both strategic vision and a deep commitment to public service.”
