The public is invited to submit comment on the proposed administrative rules for the updated Title 13 – Bees and Livestock. This is the first administrative rule change since the rules were last adopted on January 1, 2025. This public comment period seeks input on proposed changes BPS has made to the administrative rules. This rulemaking process will result in permanent rules effective upon adoption.
The most significant changes include:
- Right of appeals process updated to align with Chapter 22.10 of the Portland City Code. This moves the appeals process from Multnomah County to the City.
- Format changes have been made throughout the document.
