Purpose of the policy

The City’s surveillance technologies policy is an important component of our relationship with technology and information. It is particularly relevant when we consider the impacts on local communities.

The City of Portland recognizes the need to protect and reinforce all human rights in the development, use and governance of surveillance and emergent technology, like artificial intelligence, and ensure equal respect for and enforcement of all human rights online and offline.

Policy development stages and timeline

Stage 1 – Community engagement
Fall 2021/Winter 2022. Information sharing, listening and harm reductions, digital literacy, bureau briefings, set of priorities for a surveillance policy, and envision the future of the digital city.

Stage 2 – City Council work session
Winter 2022. Ground policy and Council literacy. January 11, 2022.

Stage 3 – Comprehensive Surveillance Policy Development
Spring/Summer 2022. Community co-development.

Stage 4 – Policy expected Council hearing 
Winter/Spring 2023.
