The City Council will consider amending the City’s Sign Code, Title 32, to provide greater flexibility for a variety of signage in a newly created Rose Quarter Entertainment sign district at a public hearing on Wednesday, Oct. 30 starting at 2:45 p.m. The Recommended Draft of the Rose Quarter Sign Code Project is now available for review and public testimony is welcomed.

Background

The Rose Quarter Sign Code Project amends Title 32, Signs and Related Regulations, of the City Code (also known as the Sign Code) to provide greater allowances and flexibility for large, elevated signs within the newly designated area called the Rose Quarter Entertainment Sign District.

These changes are the result of an updated agreement between Portland’s Spectator Venues office, which oversees City-owned venues, and Rip City Management, which operates the Moda Center and Veterans Memorial Coliseum for the City. The amendments recognize the changes in major event entertainment areas, which provide more interactive activities both within and outside of the buildings. The amendments also address updated sign technology, including changing images and messaging, especially in larger areas where the public gather.

On Sept. 10, the Planning Commission unanimously recommended approval of the amendment package to City Council with only minor changes.

The hearing on Wednesday, Oct. 30 at 2:45 p.m. will be a hybrid format with options to participate in person at 1900 SW Fourth Avenue, Room 2500, or virtually using a computer, mobile device or telephone. You must sign up to testify in advance.
