Portlanders are invited to testify on the technical fixes and minor policy changes included in the RICAP 11 Recommended Draft at a public hearing on Thursday, June 25 at 2 p.m. (time certain).

The Regulatory Improvement Code Amendment Project 11 - better known as RICAP 11 - introduces a package of zoning code updates that aim to make it easier to understand and implement the zoning code.
On Tuesday, June 2, Portland City Council's Housing and Permitting Committee held a public hearing on the project's Recommended Draft. The Recommended Draft represents the Planning Commission's recommendation to City Council. The Committee approved the Recommended Draft with no additional amendments. The next step is consideration by the full City Council - the final decision-making body. The next public hearing on RICAP 11 will be held on Thursday, June 25 at 2 p.m. (time certain). Watch the hearing in person at City Hall or online via YouTube.
How to testify
The Recommended Draft will be considered by Portland City Council during a public hearing on Thursday, June 25 at 2 p.m. (time certain). There are two ways for Portlanders to submit public testimony:
- In writing through the project's Map App by the time of the hearing. Submit written testimony
- Orally at the hearing. Register in advance starting Friday, June 19. Register for oral testimony
