RICAP 11 is part of an ongoing series of projects that make minor updates to Portland’s zoning regulations to remove barriers to development. The RICAP 11 amendments are grouped into three themes: parking, exterior areas, and regulatory improvement. Adopted project becomes effective Nov. 1, 2026.
