Portlanders can testify to City Council on the RICAP 10 Recommended Draft at a public hearing on Thursday, May 30 at 2 p.m.

On Thursday, May 30, 2024 at 2 p.m., the Portland City Council will hold a public hearing on the Recommended Draft of the Regulatory Improvement Code Amendment Package 10 (RICAP 10, for short) of minor technical updates, clarifications, and refinements to Portland's zoning regulations. This follows the Planning Commission vote on March 26 to recommend that City Council adopt the RICAP 10 Proposed Draft with two code amendments.

What’s in the proposal?

The RICAP 10 Recommended Draft contains the most recent in an ongoing series of updates and improvements to Portland’s land use regulations.

RICAP 10 considers over 80 items for possible regulatory improvement, grouped into three themes: housing production, economic development, and regulatory reduction.

The dozens of items are divided into subgroups to align with those three themes:

  • Housing production
    • Ground floor and ground floor façades
    • Design Overlay zone
    • Historic resources
  • Economic development
    • Central City
    • Home occupations
    • Temporary activities
  • Regulatory reduction
    • State/local law compliance
    • Land use review process
    • Miscellaneous regulatory cleanup

Portlanders are invited to review the RICAP 10 Recommended Draft and provide testimony in writing or verbally at the City Council hearing scheduled for Thursday, May 30 at 2 p.m. The public hearing will be a hybrid format with options to participate either in person or virtually using a computer, mobile device, or telephone.

Submit verbal testimony

Those interested in testifying verbally must register in advance. Registration for virtual testimony closes 1 hour prior to the Council meeting. The link to register is posted in the agenda for the City Council hearing by 9 a.m. the Friday before the hearing. In-person testifiers must sign up before the agenda item is heard.

Submit written testimony

Written testimony may be submitted through the Map App or via U.S. Mail. Written testimony must be received by the time of the hearing and must include your name and address.
