RICAP 10 is part of an ongoing series of minor technical updates, clarifications, and refinements to Portland’s zoning regulations. Amendments were grouped into three themes: housing production, economic development, and regulatory reduction. RICAP 10 amendments took effect on Oct. 1, 2024.
