Buildable Lands Inventory (BLI)

The Buildable Lands Inventory (BLI) is a state-required assessment of Portland's development capacity under current zoning and market conditions to accommodate forecasted housing and employment needs through 2045.
Also called the Columbia-Industrial Ezone Project, this project will adjust the location of environmental overlay zones in the Columbia Corridor and other industrial areas to match the locations of streams, wetlands, sloughs, vegetation and wildlife habitat.
Economic Opportunities Analysis (EOA)

The purpose of the Economic Opportunities Analysis (EOA) is to analyze and forecast growth in Portland’s industrial and other business districts, then designate an adequate 20-year supply of developable land for businesses and jobs.
Statewide Planning Goal 10 requires cities to inventory “buildable lands” and ensure there is enough zoned land to accommodate their housing needs over the next 20 years. Portland is currently updating the mandated Housing Needs Analysis and accompanying Housing Production Strategy for this purpose.

LGBTQ+ Historic Sites Project

Historic places associated with queer histories are underrepresented in historic resource inventories nationwide. Portland’s LGBTQ+ Historic Sites Project seeks to identify, document, and preserve historic resources associated with lesbian, gay, bisexual, transgender, and queer+ histories.

Parking Compliance Amendments Project (PCAP)
