Portland-Gresham Urban Service Boundary Amendments Project

Portland’s Urban Service Boundary (USB) denotes the area that is served by City of Portland. Services include but are not limited to land-use planning, road maintenance, water and sewer infrastructure, parks, schools, and fire and police.

The Portland-Gresham USB Amendments Project has two components:

  1. Adjustment of the Urban Service Boundary in certain locations,
  2. Removal of Comprehensive Plan and zoning designations from two properties. These two properties will also be removed from the Pleasant Valley Plan district.

The two affected properties will ultimately receive City of Gresham Comprehensive Plan and overlay designations through a separate City of Gresham legislative process.

About the Recommended Draft

The Project’s Recommended Draft outlines the project’s recommendations to City Council. Portland City Council will consider the recommendations at a public hearing on Friday, Sept. 11.
