The Ross Island Bridgehead on the west side of the Willamette River is a tangled mess. So, the bureaus of Planning and Sustainability (BPS) and Transportation (PBOT) are working with community members to develop transportation and land use plans in South Portland in the area south of downtown that surrounds the Ross Island Bridgehead, including the Lair Hill neighborhood.
Reconfiguring the Ross Island Bridgehead is a once-in-a-lifetime opportunity to reconnect a divided neighborhood with improvements to SW Naito Parkway, land uses that contribute to a healthy connected community, and preservation of a historic district. It’s an opportunity to redress past harms caused by transportation and land use plans that displaced thousands of low-income families and people of color. It’s also a chance to consider the neighborhood’s history as a home for immigrant and refugee communities as we plan for a more equitable future.
The SW Naito Main Street Project will finalize designs for the realignment of the Ross Island Bridgehead, develop new land uses and street designs for SW Naito and create concepts for publicly owned opportunity sites created by the Ross Island Bridgehead realignment. All these efforts will foster a healthy re-connected and inclusive community.
Now community members are invited to review preliminary development concepts for the area. Join your neighbors and fellow community members to learn about evolving work to improve the area.
*This meeting is being co-sponsored with Tri-Met. Tri-Met staff will be available (in a room conveniently located next to SW Naito Project) to share and gather feedback on their conceptual designs for the proposed SW Corridor Light Rail Stations.

Staff from Portland Bureau of Transportation (PBOT) and Bureau of Planning and Sustainability (BPS) want to hear what you think about the first round of SW Naito Parkway transportation improvements, land use scenarios, and Ross Island Bridgehead development concepts. BPS staff will share land use and building massing (size) options for the new sites created by the Ross Island Bridgehead realignment, which will provide much needed housing and community amenities. There will also be a discussion of possible zone changes along SW Naito to support a future main street.
