The Montgomery Park Area Plan (MPAP) Recommended Draft proposes land use and transportation changes to establish a new transit-oriented district in Northwest Portland west of Highway 30 between Northwest Vaughn Street and Northwest Nicolai Street. The plan seeks to transition the area into a mixed-use employment district that will support both job growth and housing development.
City Council directed staff to prepare detailed plan and code language changes to reflect the amendments discussed at the Nov. 13 City Council hearing. The amendments include technical zoning code fixes to improve implementation, changes related to zoning and regulations that apply to the Montgomery Park and American Can properties, and minor text updates to reference the terms of the final public benefit agreement and participants. The Portland City Council held a public hearing and took public testimony on the Montgomery Park Area Plan (MPAP) and the Locally Preferred Alternative (LPA) for the Portland Streetcar extension on Nov. 13. A hearing on the related Public Benefits Agreement was held on Nov. 21.
