City of Portland releases the Inner Eastside Status and Timeline Report

In April, City Council passed Resolution No. 37746 directing the City Administrator to prepare a report on the Inner Eastside Zoning Project that outlines opportunities and barriers for shortening the timeline of the project.

  • A description of Statewide land use law, Portland Comprehensive Plan policies, and code requirements related to land use changes
  • Work-to-date on existing conditions, providing context and potential approaches to transportation and economic analysis
  • A proposed timeline that includes outreach and engagement opportunities and best practices
  • An analysis of the potential tax impacts of a zoning change in Portland's Inner Eastside

About the project

The Inner Eastside Zoning Project will change zoning to allow for more housing and a greater variety of housing types in Portland's Inner Eastside neighborhoods. The project study area roughly includes the area bounded by 12th Avenue South of I-84 and 7th Avenue North of I-84 to the West, SE Powell Boulevard to the South, 60th Avenue to the East, and NE Fremont Street to the North. The goal of the project is to make this desirable area – with access to jobs, public transportation, and everyday needs such as shopping and services – more accessible to a wider range of households.
