Recommended Draft

The Recommended Draft represents the Planning Commission's formal recommendation to City Council's Climate, Resilience and Land Use Committee. A Committee hearing was held on Feb. 12. The committee approved staff-proposed technical amendments and unanimously sent the amended package to the full City Council. The Recommended Draft was considered by Portland City Council on Feb. 25 and moved to a second reading and vote on Wednesday, March 11.

The Proposed Draft includes revisions and edits made in response to public comments and feedback that were submitted during the review period for the Discussion Draft.

Public Infrastructure Environmental Code Project - Proposed Draft - June 2025

The Planning Commission held a briefing and public hearing on the project on July 22, 2025. The Planning Commission held a work session and voted to recommend adoption of the project with amendments to the City Council on Aug. 12, 2025.
