Housing Needs Analysis (HNA) and Housing Production Strategy (HPS)

Statewide Planning Goal 10 requires cities to inventory buildable lands and ensure there is enough zoned land to accommodate their housing needs over the next 20 years. This project updated Portland's Housing Needs Analysis in 2023 and the created the first-ever Housing Production Strategy in 2024.
