Certain development proposals affecting historic resources are subject to land use review and approval prior to construction. These mandatory regulations are codified in the Portland Zoning Code and are administered by Portland Permitting & Development (PP&D).

Historic resources are subject to land use regulations provided by Portland Zoning Code Chapter 33.445, Historic Resource Overlay Zone. The regulations apply to certain alteration, addition, new construction, demolition, and relocation proposals affecting historic resources.

Historic, Conservation, and National Register Landmarks; Historic, Conservation, and National Register Districts; and Significant Resources are subject to the provisions of the Historic Resource Overlay Zone.
