What are District Liaisons?

The Portland Bureau of Planning and Sustainability (BPS) has city planners assigned to specific geographic areas of the city. These city planners serve as District Liaisons (or "DLs" for short) between BPS and Portlanders to help neighborhood communities flourish as welcoming, accessible, and comfortable places to live, work, shop, learn, gather, and play--consistent with the vision and guiding principals of Portland's 2035 Comprehensive Plan.

  • To build relationships with community members
  • To gather and share information
  • To infuse City projects, policies, and investments with community priorities
• Solve problems
  • By serving as technical advisors and resources for neighbors, organizations, businesses, and institutions
  • By tackling planning, design, and development challenges through collaborative quick-response projects

In addition to the above, District Liaisons are best equipped to help with long-range planning questions and issues in their districts.

For help with permits, construction projects, or land use review questions, important resources are available through Portland Permitting & Development (PP&D), where city staff offer several early assistance options including:

• free 15-minute appointments with a planner,
• early assistance reviews,
• pre-permit plan checks, and
• pre-application conferences.
