The Portland Bureau of Planning and Sustainability (BPS) has city planners assigned to six specific geographic areas of the city. These city planners serve as District Liaisons (or "DLs" for short) between BPS and community partners to help neighborhoods flourish as welcoming, accessible, and comfortable places to live, work, shop, learn, gather, and play.

  • Serve as technical advisors and resources for neighbors, organizations, businesses, and institutions
  • Tackle planning, design, and development challenges through collaborative quick-response projects

District Liaisons can assist with long-range planning questions and issues within their districts. For help with permits, construction projects, or land use review questions, an important resource is Portland Permitting & Development, where city staff offer several early assistance options including, free 15-minute appointments with a planner, early assistance reviews, pre-permit plan checks, and pre-application conferences. You can also ask general zoning questions by calling 503-823-7300 or sending an email to ppd@portlandoregon.gov.
